Kelowna RCMP investigate alleged Lower Mainland kidnapping

KELOWNA — Kelowna RCMP are investigating an alleged kidnapping in which a person was taken from the Lower Mainland to Kelowna and held against their will, in what police believe was an attempt to put pressure on one of the victim’s associates.
Police were called to the 400-block of Sands Court at about 11:30 p.m. Sept. 28 after a report of suspicious circumstances. Officers attended and learned that an individual alleged they had been kidnapped in the Lower Mainland, transported to Kelowna and held against their will at a nearby residence.
The victim escaped and found help contacting police, according to RCMP. BC Emergency Health Services assessed and treated the person for non-life-threatening injuries.
Kelowna RCMP’s Serious Crime Unit has taken over the investigation and is working with policing agencies in the Lower Mainland to corroborate the victim’s account and gather evidence.
Investigators believe the kidnapping was targeted, although police said the victim is not believed to be involved in criminal activity. RCMP allege the victim was being used to exert pressure on an associate.
Police have not publicly identified where in the Lower Mainland the alleged kidnapping began or which Lower Mainland police agencies are assisting with the investigation.
On Sept. 29, Kelowna RCMP executed a search warrant at a residence on Sands Court with assistance from the Southeast District Emergency Response Team. One man was taken into custody and later released pending further investigation.
RCMP did not announce any charges in its Oct. 2 release and did not identify the man who was detained.
Police have also not publicly linked the investigation to organized crime. The RCMP release describes the incident as targeted but provides no further information about the associate police believe the victim was being used to pressure.
Staff Sgt. Tim Russell of Kelowna RCMP Investigative Services said investigators were still trying to establish the circumstances surrounding the allegations.
Police do not believe there is an ongoing risk to the public.
Investigators are seeking information about a newer-model white Dodge Ram Rebel pickup truck and are trying to establish its movements between 2 a.m. and midnight on Sept. 28.

Rossland council will be asked Monday to support recreation staff in further investigating recommendations that include a City sponsorship framework, naming recognition, annual trail-maintenance funding and a more formal public review of major recreation capital projects.
