Interview with George Penfold: Thinking about the future of Kootenay Boundary

This week, the Telegraph sat down with George Penfold, the Regional Innovation Chair at Selkirk College and author of the recent report, "Economic Overview: West Kootenay Boundary", as reported last week in these pages. During our discussion, Penfold spoke about population growth (or lack thereof), regional economic development in a changing world, our aging population, and other aspects of life here in Kootenay Boundary country.

ROSSLAND TELEGRAPH: What are the implications of this statement: “We may need to rethink the strategy of population and employment growth as the main pathway to economic success”?

GEORGE  PENFOLD: What triggered that was a look at the sustainability plan in Grand Forks. The assumption was that there would be 1% population growth per year. That was the same proposal as Castlegar. One of the earlier plans of the Lower Columbia Community Development Team had something similar. But the fact is there's no demographic evidence that that's going to happen and, in fact, over the last ten years that hasn't happened. We've lost population or at best have remained stable. And yet we seem to be living, individually and even at the community level, reasonably well. Over the longer term, the reality is that BC's natural population growth peaks somewhere after 2020, so any future growth will be fully reliant on immigration or migration from other provinces.

BC's labour force growth will be dependent on people choosing to move to BC from other provinces or from other countries. We do get people moving from other provinces and from other parts of BC to the region, but very few people moving from other countries. Over the last six years we have only had a net of approximately fifty immigrants a year and so growing our regional population based on immigration is a pretty significant challenge. We might be able to do it but it would mean committing substantially more effort and resources than we have in the past. What we have done in the past has not resulted in population growth; we still have population decline.

There seems to be a lack fit between the reality of population growth and what is going on in planning for our communities and planning for our economy based on the assumption that our population is going to grow. If that's the case, then the choice would be to focus on either 'how do we change that pattern of limited growth'--and that's a pretty significant challenge—or, 'if that's the pattern, can we figure out a way of sustaining a level of economy, services, and quality of life here within the parameters of relative population stability'.

RT: Philosophically, that's a pretty radical statement given that our economy is traditionally predicated upon the idea of growth.

GP: Certainly it is nationally and provincially, but it has not been the experience of rural BC. A lot of the discussion I’ve been a part of since I arrived in this region has generally also made that assumption, but that's not what has happened here. It's not as though the region has collapsed as a result. Population growth and economic growth are not necessarily tightly linked. For example, Japan’s population peaked around 1995 and their labour force growth peaked in 2001-2. They've actually been losing labour force for the last seven years or so, and yet their GDP increased at an annual rate of 3.80 percent in the last quarter. They've figured out a way of doing things that's not population and labour force growth-dependent.

RT: It's pretty insane to think that you can hope for 5% growth per year forever because a hundred years down the road, you have no environment left. It seems as though some sort of shift in people's thinking has to be coming down the line. It was interesting when you spoke about Peak Oil and climate change in your report.

GP: It would be interesting to start looking at ourselves and our lack of population growth as being ahead of the game in some respects [laughs]. We're where the rest of the world may have to get to at some point over the next fifty years. So how can we get the most out of our situation? I talked about Peak Oil in the report in some ways to be challenging. We need to start having those conversations. I'm not advocating that no growth is a position we have to adopt, but I think we have to consider it because it's pretty reflective of what our experience is. Changing that experience to something different in the future may be possible but we can't assume that because we'd like to have 1% annual population growth we're going to get it. The evidence says we won't.

RT: Do you have specific ideas regarding diversification of the regional economy? What can local and regional governments do to support this?

GP: I don’t think we can do it on our own. If I look at the examples where there has been some progress in rural areas, there are three or four things that are really important that we don't have yet in BC. One is a clear statement from the provincial government that they think rural is important and they want to proactively engage in the success of rural areas. Most of the effort has been on trying to deal with the economic issues in rural areas: fisheries renewal, forestry renewal, and the more recent iterations of that—the monies that have come out through the pine beetle trusts. Those are directed not so much to advancing rural areas but seem to me more oriented to trying to stem the bleeding. We need to find a way of getting beyond that, of figuring out what we want our rural areas to be forty or fifty years down the road.

In terms of diversifying the economy, the first thing is we need to attract people with experience and skills in the non – resources based economy, and to some extent we're getting that through amenity migration to the region. We need to have infrastructure in place that will support different economies. The two or three things that keep coming up in discussions with businesses are adequate transportation and communication services. It would be nice to have a regional airport that was not visual flight rule limited; it would be great to tap into the web at something higher than DSL speed; it would be nice to have comprehensive cell phone coverage throughout the rural areas of our region. Until we have these things, a lot of the information and service -focused businesses find it difficult to be here. If they have options to go elsewhere where there are equivalent amenities but better services, they will.

RT: And BC is a pretty amenity-friendly place.

GP: Yes. Those improvements we can't deal with without both regional aggregation of our interests and getting some West Kootenay regional level of jurisdiction to invest in those things. In addition to that, we need help, influence, money, policy, and programs from the provincial government that would help us achieve those things.

If we had that infrastructure in place, another thing that we'd need would be venture capital. And it's not so much the capital side of that we need. We need the venture side. We need the advanced skills in developing businesses at the growing technology, information and services edge of our economy rather than on the historic resource economy.

We also need to further develop related education and skills, not just our formal education system, but also in our in-job and professional development training to move in directions that keep up with the rest of the province and the world.

RT: There's a perception in the area that the provincial government is becoming increasingly anti-rural, that our schools and hospitals are underfunded. We've lost certain funding that used to go to rural schools. So the trend almost seems in the opposite direction to what you're talking about. It almost seems like you'd need a league of rural regions in BC to put pressure on the provincial government.

GP: We don't have a BC rural advocacy group. We do have the UBCM (Union of BC Municipalities), and municipal interests sometimes overlap with these broader regional interests but sometimes they are more limited to their jurisdictional responsibilities. Some of the broader social and environmental issues, though they're there on some councils' awareness or agendas don't get the same voice as they might if we had something like there is in Ontario now, an Ontario Rural Institute. There's a rural advocacy group in Quebec that the province pays attention to. So we may need to grow that here as well.

If you look at other jurisdictions where there is some evidence of success in rural areas, that's a critical part of it. You have a rural voice that's both continually working with rural communities to assemble agreements and consensus around common issues. That's a really important function that's missing in BC. We're not doing it right now. Then we need to take that consensus to the provincial and federal government.

RT: Right now we fight among ourselves about schools and hospitals while the province perhaps sits back and laughs at us.

GP: Part of the demographic reality is our educational needs are contracting against a fixed set of infrastructure. I'm not sure that arguing about school closures is what we need to be doing. I think we need to be having a debate about how to provide a quality education within the reality of this changing demography because it also doesn't make sense to have ten empty classrooms sitting around either, or classrooms with five or six students in them.

We could have all of the classrooms we wanted if we were willing to pay for them. We do pay school taxes and if we threw enough bucks on the table we could probably get that, but I'm not sure what we'd do with it because then we'd have the problem of managing infrastructure that's being underutilized.

RT: There's a sense that bigger issues are being missed. It all becomes turf wars. If Rossland school taxes went to Rossland schools, then at least we'd be responsible for our own fate. Right now people feel like the provincial government gives the district a pittance and we also have little say on the Board level, and end up feeling very unempowered.

GP: There's no question that historically schools have been important to communities, but the reality right now is that only about 25% of households in the region have children so the bulk of the population doesn't relate closely to schools any more. It's a big change from where we were when those schools were built. In some respects, it's a bit like saying we have a severe lack of corner stores, as we used to know them. Well, demographically, things have moved on. It's not so much there's a “lack” [of children] so much as—the reality of fewer children is just what it is. We can't go back to having our schools filled —I suppose we could, but I just don't know what sort of magic we'd need to do it. I don't know how we could attract enough school-age young people to be able to refill that infrastructure, but it would be a gargantuan effort. It feels like it would be an impossible task. Demographic change is happening all across the province, so we’d have to steal from other areas to save our own schools, which puts those areas in a worse situation.

I think we need to start using new language. A shortage [in children] is only relative to what we were experiencing thirty years ago. That language says 'we need to go back to the past'. How do we define our current experience of fewer children and how do we define the future. We need to get a proactive handle on that and start figuring out the best way to create quality of life broadly speaking: health, education, recreation, all those things we need, to support that unfolding reality. How do we get enough seniors' housing and support in place? If we don't respond to that, in ten years our population issues could be made worse by the fact that we might have people 75+ who have health and housing issues and can't find solutions here are going to move. They have other options.

RT: So it's almost more important to deal with old folks than young folks?

GP: I'm not sure it's more important, but it certainly needs to be on our list of priorities.

RT: It looks to many like the future is going to be more and more regional. Right now, we're still in a place in Rossland where it's Spring Break and everybody disappears. They're all over the world.

GP: I think if you stood back and took a look at what's important in our lives here and how it's being managed, we already have a lot that's being managed regionally. Health Care, education, our agricultural organizations, a lot of our advocacy groups around various issues. We have the Kootenay Boundary Community Services Co-operative and a regional Arts Council that cover a lot of the West Kootenay Boundary area. I'm not sure that we take in the full spectrum of all the things and related organizations that are going on that provide us with quality of life now.

RT: Is it possible to have a stable economy that depends as heavily on government employment, provincial transfers, and retirement income as ours does?

GP: It seems like it's possible because that's the economy we have. Certainly there are areas—the Greater Phoenix area in the US, the Qualicum/Parksville area on Vancouver Island that have that economy. Seniors have incomes. Every senior is employed in the sense that they get a cheque every month. Because 70% of our economy is service-based, that senior's component is pretty relevant and important to a lot of the mainstream businesses here in Rossland. Longer term, the concern is that that boom of seniors is eventually going to fade away and something is going to have to backfill behind it.

In the short term, it seems like it could work. Some of the limitations of it could be that if we want to broaden our economic base we need to find other economic development opportunities in addition to seniors so that we've got more attractiveness to a broader range of people and to provide continuity as the senior boom flows through the demographic cycle. It could be sustainable if we became known as an area that had developed specialization in the area of the 55+ group. We could be a destination for people to move to when they get to a point in their lives where they say, 'hey, we want to move to a community that will have the amenities we're looking for and the services we're looking for and a reasonably affordable place to live. We could go in that direction if we decided we wanted to market ourselves, not as a resource area but as a retirement area. That's possible.

RT: Right now Trail and Rossland are getting together and trying to develop a marketing strategy for the Lower Columbia/South Kootenay area.

GP: Well, the Lower Columbia Community Development team has been going for the past seven years, and they've recently formed a non-profit organization and also established a for-profit Lower Columbia Initiatives organization that will have an economic development officer and focus more on specific questions of economic development. That's an example of how we're starting to think beyond municipal boundaries to deal with these broader issues.

RT: Your report notes the need for immigration. Care to speak to that?

GP: We're in competition with all other parts of Canada. To attract people here will mean that they see the opportunities in this region that are as good as any one of a hundred other choices that they might have across Canada. If we are, in this region, to come to the top of the list, we need to get serious about what characteristics attract them. If you look at the statistics, it's the Nelson region that is projected to have the highest population growth. It has a reputation as the arts, cultural community in the region. If that's what works, how do we make that a regional focus? That's a contrast to other voices I hear that say we need more manufacturing jobs here. I don't know where that gets us because manufacturing jobs in the province have been declining over the last ten years.

We have not been particularly successful in attracting new immigrants directly here, but there are three “Welcoming Communities” pilot projects going on in the West Kootenay Boundary region right now. One project is oriented toward how prepared are we as communities to welcome immigrants. One way forward is maybe not direct immigrants, but second move immigrants, people who've been in Vancouver for ten years and understand that the province doesn't end at the edge of Vancouver, who have a little more experience with the BC economy and understand that rural areas actually have opportunities. We've have a couple of businesses in Castlegar that have been purchased by folks whose original place of origin is another country, but who immigrated some time ago to a metropolitan centre.

RT: In terms of models, anything come to mind as a good model for Kootenay Boundary going forward?

GP: There are all kinds of models. Let's use Quebec. The Quebec government is now in the second round of a seven year program and budget allocation for rural Quebec. They have an agreement with rural municipalities and rural advocacy groups and all three political parties that this program will continue for seven years, even if the government changes. Quebec underwent a restructuring of regional government some time ago. That's seems to be one of the pre-conditions for making this happen. Folks get together at the regional scale and develop a plan of how they want to invest over the next seven years. They negotiate what they want against what the program has available and then sign off for seven years.

One of the unique things about the Quebec model is the extent to which they've used cooperatives and non-governmental organizations as investment vehicles to make change happen at the local level. We haven't done that here. We're still reliant on our resource sector, and on investment from outside the region to keep our regional economy going. In Quebec they've said, we can't just be reliant on outside investment. We have to make our own investments, manage our own investments, generate our own jobs and keep control within our communities and regions.

We do have some BC examples. One is the Harmac pulp mill in Nanaimo, B.C. was recently bought for $13.2 million by Nanaimo Forest Products, a four-way partnership led by Harmac's workers. In BC it's much more common in First Nations communities to set up development corporations that become umbrella organizations under which they start their economic development initiatives. So there are things we can do that are having success in other areas. There are tools out there that we can use.
